Yes, but “safely” depends on how the water is collected, stored, and used. For non-potable jobs, such as watering gardens, filling a stock tank where appropriate, washing vehicles, or supplying an approved irrigation system, a well-designed rainwater setup can be straightforward. Build the Collection System Like It Has a Job to Do

Start with a suitable roof surface and keep it maintained. Avoid collecting from roofs with materials or treatments that are not appropriate for the intended use. Clean gutters regularly. A gutter guard can reduce leaf buildup, but it is not a substitute for inspection, especially around trees or after high winds.
At the tank inlet, use screening or a purpose-built pre-filter to catch leaves, twigs, and roof grit. A first-flush diverter can send the initial, dirtiest runoff away from storage. Keep Stored Rainwater in Fighting Shape

Watch for unusual odor, discoloration, visible algae, declining pump performance, or sediment buildup. Winter deserves its own strategy in cold climates. Buried storage may be protected, but exposed piping, hose connections, filters, and pumps can freeze.
